Controls to minimize risk: Make all people in the flat aware of where these wires occur. Make sure the wires are out of the way so people can't trip on them unexpectedly.

Controls to minimize risk: Make all people present aware of these risks. I will film away from the electrical places to reduce risk.

Controls to minimize risk: I shall warn the people at risk to obey the warning signs and to not do anything that could be concidered reckless.

Controls to minimize risk: Time spent there will be kept to a minimum to reduce risk of causing damage to ears.
